Charger is a Pro-Peak Quattro by Ripmax, 1 - 4 cells 11-15volts input.

I could be wrong but I don't think this charger needs a manual. it's basically written right on the front. What questions do you have about it?
If you need the manual I would write the company and ask them.

When purchased brand new, it comes with the manual. The things written on the front is the features of the charger and not the instructions. Actually is very simple to use, its basically plug and play, everything is automatic. This is actually where I got the photo from.
I need the manual because its supposed to charge my 1600mah 3-cell 11.1v lipo in under 1 hour. I am using a 13.8v 5amp constant/7amp surge power supply and its taking more than 2 hours to charge.
The charger has a max output of 3 amps, providing it with 5amp of power should be adequate to put out to the max (3amp).
So I was wondering if I should get a higher amp power supply.

hrm, I gotcha. I really have no idea how the charger selects the amperage at which it charges. The one way to tell if you need a new PS is to watch the ouput voltage on the PS and see if it's dropping alot, I would imagine that PS is just fine, and something with the charger is a bit out of wack or needs a setting changed or something. Maybe contact ripmax themselves and see what they have to say about it. Their site is not very useful and doesn't even give good ratings of what the charger is capable of, let alone a manual. They may have a manual they could either mail out to you, or maybe they have an electronic manual you can download
